That is flawed reasoning. Why, in God's name, would anyone build a shooting range in D.C., when therr is a world class facility just outside town. Talk about competition. If I had the money and the permits from D.C., I still wouldn't do it.
 
Requiring mandatory training courses where there is no training facility is prohibition under color of law.

"Just drive there"....What if you don't drive, a substantial number of urban folks where there is actual working public transport don't have a car or license.

What if I'm an divorced mother of 3, working 2 jobs to support them....I can take that unpaid time off to travel several hours to be granted the pleasure of protecting my children ?

I'm 69, retired on limited income and have arthritis in my hips......

Just 2 simple examples of vulnerable members of society, but hey, they don't need a firearm.......

It's so damn important to the DC pols, build and run the place in DC, it'll be another way to skim the public purse.
 
The problem with the range not being in DC, in addition to the fact that this places an undue burden requiring travel to another state, is that it would be illegal for a DC resident to transport the unregistered weapon into Virginia and back again.

The regulation as described does not seem to require that the range be in DC, or that the training be done with the weapon being registered. Could you go to an out of town range, take a course including range time - using the range's gun, and satisfy the requirements?
