New ID requirements for gun buys?

Hopefully some of you FFL's know the answer to this. I just found out (was told) that my driver's license is no longer valid ID for a gun purchase because it has PO Box not street address. I live in a small town where everyone has to have a mail box at the Federal PO because there is no door to door delivery here. Never a question before. I believe the guy also said even if I get a new DL with street address there is a waiting period of 60 days before it will b acceptable.

Any truth to any of this? The counter person at DMV (retired policeman) said "yup, that's true!, but they can't issue any DL's until the feds get the SS computers back on line so the local DMV can verify my SS #. I told him I carry my SS card but that isn't good enough. HUH?

In Texas you can go on-line to change the address on your drivers license, pay the $12 fee, print the receipt, and then go buy a gun if you pass the instant check. Seen several gun show dealers tell folks this when the address on the form doesn't match the address on the DL. Stops the sale cold until the DL is changed to match.

here in NC i applied for my pistol purchase permit last Thursday... that was about 10 minutes after i left the DMV and got my new NC license... ill pick up the permit this Thursday and be buying a handgun within a week of then... ive encountered no problems so far

Street address must match, but no 60 wait. Forgot to change mine over and it stopped purchase. Went about a mile away, got the new license, and went back. Took about 30 minutes.

My understanding: If the photo ID (driver's license) and the address you provide on the 4473 match everything is fine. If they do not match (for any reason... you just moved, P.O. Box, whatever) you must provide some other address confirmation such as a utility bill, property tax bill/lease agreement, or what have you.

It is smart to have your visible DL address be a PO box even if it means a bit of inconvenience. This is a bit extreme but true: People have tracked down to the address on a driver's license and killed.

Addendum: this is not new.

No, that won't fly. Maybe elsewhere, but not for you and me:
(6) A post office box number is not acceptable if a better address can be obtained. The post office box number may be listed in addition to a Texas residence address.

Azrael.... yep :( .. but in CA (where the law was changed from TX style to specifically allow PO boxes on the visible address because of DL Stalk/murder cases...note that the state still has a residence address but it isn't visible to anyone but the state/LEOs) I used my PO box on my DL and obviously the original poster can do the same wherever he is. Anyone who can should.

So it will fly, just not for residents of the more privacy/info-security backwards states.

From the December 02 ATF Newsletter:

Q. Some of my customers live in extremely remote areas of the State, and their State-issued
driver’s licenses or other identification cards list only a post office box and not the address of their
residence. Can I sell a firearm to these customers?

A. Section 922(t)(1)(C) of the GCA requires that firearms purchasers provide a licensee with a
valid “identification document” prior to the transfer of a firearm. An “identification
document” is defined by law and regulation as having, among other things, a “residence address”
as opposed to a mailing address. ATF acknowledges that some purchasers may need to
provide a combination of government-issued documents to the licensee in order to properly
establish their identity. For instance, a licensed dealer may accept a valid driver’s license that
accurately reflects the purchaser’s name, date of birth, mailing address, and photograph, along with
a separate government-issued document (such as a vehicle registration document or tax bill) that
accurately reflects the purchaser’s residence address. If the person wishing to acquire a
firearm cannot produce a government-issued document with a residence address, then the
licensee cannot lawfully transfer a firearm to that person.

"yup, that's true!, but they can't issue any DL's until the feds get the SS computers back on line so the local DMV can verify my SS #.

When I first applied for my FID, they took their sweet time because "the computers over in the Hub had "crashed". I think by crashed they meant they didn't want a 16 year old to have an FID.

My thinking on this after talking with an FFL today is that the shop I was at when I was told this, is a border town where the folks from out of state may have a PO Box in town because it is closer than the next town over in their own state.

Other than that it doesn't make much sense.

Most if not all domiciles have a "physical" address... My DL has my "physical address" while my mail is delivered to my PO Box...

Can't you put the physical address on your DL...?

If I put the physical on my DL but not the PO Box, and the MVD sends anything to me, the local postal nazis will return it to the sender, despite them all knowing me. My new POB is 5 over and 1 up and they won't physically reach over and put it in the box for me. They have withheld my meds from the VA, and may have cost me $5300 by returning mail. They told me to not put in a change of address when I changed POB's, cause "they would take care of me". UH HUH!
