New to precision target (can I get a VTR thread)

I ordered a Remington VTR for mostly punching paper with possibly moving on to groundhog sniping. I'm sure it will shoot better than me out of the box but as time moves on and I get better I know of some of the things that will make it more accurate. Excluding the glass that tops it, because that is a given. I know it will need good-great glass and I plan to spend about the same as the purchase price of the rifle ($600) on the glass. Something with 1/8 inch adjustment and multi coat lenses. Should I decide to order a new stock in order to free float it, should I go with pillar bedding or glass bedding. I haven't invested energy in research yet, but wanted some educated opinions on which direction my research should go. My requirements are simple, it must have 14 inch or greater LOP (closer to 14.5) have dual front swivel studs, and a cheek piece, preferably adjustable. I don't need any additional mounting points and I don't care what color it is though I don't really like the coyote (dessert tan) color scheme.

Next set of questions, as it stands I'm planning on using a one piece weaver scope base and probably weaver rings. Is this a good set up, why or why not. My logic is that one piece is going to be stiffer. Whatever gets mounted isn't coming off and it will be dedicated to this gun exclusively. The gun will also have a bipod attached to help with my prone shooting.

I will know more once the gun is here and ready to roll, before anyone asks I picked it up because I handled one and it felt great, very natural. The odd barrel was a bit of a turn off but it felt good. I'm hoping to not have to do anything with the stock, but my luck is never good with such things...I know its not free floated now and I'll lay odds it will need to be. I've read mixed reviews of the gun as far as its tack driving ability but none of them really credible. This gun will be my first tactical style gun and will be the first that will actually be graded on what it can do past 70 yds. My hunting guns have no need to be sighted or shot further as the longest shot I've ever had to take on a whitetail is 65 yards (WV woods and brush aren't known for presenting 200 yard safe shots) If I decide I like this kind of shooting I have plans to add something along the lines of a Savage 10P in .308 to my collection as well. .223 was a good place to start as it is common amongst my friends so we can work out ammo buys and such. My three buddies who shoot long range use flatop AR's with heavy barrels, AR's have never felt right in my hands, though I understand their appeal.

Anyhow any thoughts or suggestions are appreciated as well as any experiences with my chosen platform.
