Newbie Question - 45ACP Load Velocities

I am new to this forum and new to handloading so am hoping to get some guidance on 45ACP loads. I loaded my first test batch today (once-fired Win brass, Rem #2-1/2 primers, HP-38 powder, 230gn jacketed RN). They shot well from my Springfield 1911 Government, using a trial range of 4.3-4.7gns.
My question pertains to velocity. I don't currently have access to a chronograph, so am looking for some input on what velocity I can expect with different loads. Specifically, I want to make IDPA power factor of 165, so need a minimum velocity of 717 fps. When I checked through several loading manuals, I found that some recipes indicate I can make this velocity with 4.2gns, while other manuals indicate I need 5.0gns or more. Does anyone have any personal experience with loading these bullet and powder components, that can advise me what velocity I am likely getting with various powder weights? I know I will eventually need to get access to a chronograph (and a place to use it), but am looking to at least get in the ballpark before I load any more.

Hp38 is the same as 231. My Lyman manual shows this data with a 230gr TMJ...

5.2 758fps - 5.8 849fps.

I think you'd be fine with 4.8.
 
Using a 5.5gr load of W231, supposed to be the same as HP38, my results over the chrono was 795 fps average using a Remington bulk 230 gr FMJ shot from a Colt 1991-a1 Government Model.

Same 5.5gr W231 load behind a 200gr LSWC fired from the same pistol on the same day averaged 812 fps.

Your 4.7gr load should be around 700 fps +/- a bit.
