NJ gun owners, I need your help

My best friend lives just outside of Newark and has his firearms card(not sure what its called) for his mosin nagant, but he was recently passed down a colt trooper 38 that he wishes to own, what does he need to do to get it registered and what not? Luckily I live in one of the most conservative gunlaw states so I have no idea what he needs to do.

Generally a Permit to Purchase a handgun is needed for each pistol. This is separate from the "ID Card" . I read that Essex County (where Newark is in) was affected by Hurricane Sandy and it destroyed the mental health records thus affecting the ability to get firearm permits in that county. Supposedly there is a three month wait for the mental health records check to come back however another thread said six months...

If it was left to him in a will, or if he became the owner of it through intestacy, then he needs to do nothing else (relevant statute is 2C:58-3j).

However, if he was simply given the handgun by someone because, "Uncle so-and-so would have wanted you to have this" - then it's a regular handgun transfer, and he needs to apply for and obtain a Permit to Purchase a Handgun, from his local police department (relevant statute is 2C:58-3a).

Note that, barring a transfer permitted by 2C:58-3j, said transfer is NOT legal until your friend has a purchase permit in hand. This isn't like building a deck, then going and getting a back-dated permit for it. Any transfer of a handgun to a person that does not have a valid purchase permit is illegal.
 
The gun is not in his possesion because he knows he needs to get everything legal first, no it was not left to him in an official will, thank y'all so much for the help Ill forward the info to him.
