While I do not know Bud's specifics, I do know others who have just decided the risk of coming afoul of one of the complicated and RIDICULOUS gun laws that MD has, it's just not worth the risk. MD also has a history of attacking dealers with frivolous lawsuits when a gun is inadvertently shipped which does not comply with the rules. And calling your State AG to find out if a weapon is legal to ship there is not exactly a customer friendly type of call.
Its not just maryland, Ca, MA, NY, and NJ are often on that list of "its just not worth the hassle" states. When I was working at the shop, we refused to deal with people from those states, often because the people calling up and ordering were people with CC billing addresses that came back to state office buildings. We ran a small shop but had a good business posting things in the shot gun news and gun list, but we decided that it was not worth our time keeping up with which guns were ok and which were not, and it was easy enough to just say no.
