No landline= safety problem?

I live in the sticks. When I first moved into my new house Ma bell told us that it would be 2 weeks before a lineman connected our phone. No cell service and 10 minutes to the next neighbor up the road. Working night shift leaving my wife home alone until up in the a.m. I did not care much for it until we got phone service and a couple high intensity floodlights up on the phone poles.
 
Without having read every post in this thread I will offer the following information. If you have a VOIP phone it will go down in a power outage, and of course this isn't a problem if you have a back up generator. But there is a much cheaper way to address the power outage situation and that is with a UPS battery back up.
