My letter to Wyoming delegation:

In yet another attempt at backdoor gun control by the Obama administration, the DOD will now destroy all 5.56 and 7.62 used cartridge cases instead of selling them as surplus. (see email below) This is outrageous. When sold as surplus, these cases go to ammunition reloaders and sportsmen who reload their own ammunition to be used in legitimate sporting activities. Many busineses and individuals depend on this source for their reloading activities. In addition, the government realizes vastly more income by selling the components than by going to the expense of destroying them and selling them for the scrap value.

This is another attempt by the Democrats to regulate our firearms activities by restricting access to ammunition components.

Please do all in your power to reverse this underhanded decision.

Please take a moment to note important changes set forth by the Defense Logistics Agency:

Recently it has been determined that fired munitions of all calibers, shapes and sizes have been designated to be Demil code B. As a result and in conjunction with DLA's current Demil code B policy, this notice will serve as official notification which requires Scrap Venture (SV) to implement mutilation as a condition of sale for all sales of fired munitions effective immediately. This notice also requires SV to immediately cease delivery of any fired munitions that have been recently sold or on active term contracts, unless the material has been mutilated prior to sale or SV personnel can attest to the mutilation after delivery. A certificate of destruction is required in either case.

To me destroying brass for scrap value is ... beyond malfunction stupid.

Huh. I used to buy and sell military surplus, and code B wasn't stuff that got destroyed. That was D or H.

This smells an awful lot like the bullet tax thing.

Can we demill and sell the politicians for scrap?

I tried to order once fired brass this morning from GIbrass.com, and I got this email in return:

"Effective immediately, the DoD has required all military acquired from military auctions be demilled beyond original use. However, there is some gray area as to the cutoff date for brass acquired prior to today. Consequently, I am not shipping any orders (unfilled or current) until my current inventory is deemed eligible or restricted. Your order (shown below) will be held as pending until either filled or canceled, depending on the effective date of this edict.

This is about the 10th thread on this.

The rules change does not affect .50 caliber and under for sale in the CONUS.

Section 3 - Special Processing
Cartridge Cases (Fired Brass) - Expended
Definition/Description
Ammunition components consisting of cartridge and shell casings are subject to the
International Traffic In Arms Regulations set forth in subchapter M of 22 Code of Federal
Regulations (22 CFR 120.1. et.seq). Once expended, they are processed as fired brass scrap,
with precautions to avoid improper release of unexpended cases.

Unique Processing Information/How to Manage
Receiving: The ETID/DTID must include the appropriate DEMIL code or clear-text statement for each
receipt. The turn-in must contain certification that the residue is inert. Two signatures, a certifier and a
verifier are required. Opening sealed/banded containers invalidates the inert certification. DRMOs will
inspect what is readily visible (open boxes and drums) to verify the absence of contaminants, such as
live rounds. No other level of inspection is required.
Not authorized for receipt from DLA Depot Recycling Control Points (RCPs).
NOTE:
Warehousing/Storage: Storage will be accomplished in a properly assigned DEMIL Code “A” or “B”
scrap pile.
Reutilization/Transfers/Donations: GSA regional offices are authorized to approve transfer to SASPs,
for donation to state and local governments, surplus expended cartridge cases (under .50 caliber) for
reloading of the cartridges.
DEMIL: All expended small arms cartridge cases (50 caliber and under) are assigned DEMIL Code “E.”
Expended shotgun shell cases are assigned DEMIL Code “A.” Expended artillery cases are assigned
DEMIL Code “B.”
Sales: Sales in CONUS are authorized for casings 50 caliber and under (to satisfy local/reloading
market/demand only). The appropriate sales method will be determined based on location, commodity
condition, etc. as well as any current, unique sales/scrap processing initiatives that may be in place. End
Use Certificates are required for these sales.
Abandonment/Destruction: Used if specifically directed on a case-by-case basis.
Property Accounting: DEMIL performed code “9” is authorized for casings assigned DEMIL Code “E”
but no DEMIL is required. No additional unique property accounting required.
The provisions of this publication apply to all non-A-76 sites and Government Personnel at A-76 sites. This
publication may be mandatory or advisory to the Service Provider, as stipulated in the Performance Work
Statement.

That's OK, we're used to it! Our own government shafts us more than anyone elses ever can. ;)
 
Having dug around some more on this it APPEARS that some of the confusion has arisen differentiating between CONUS sales and non CONUS sales and disposition of brass that may go out of the US.

In the world we live in that means fear of litigation and over abundance of caution.
 
It must be costing Georgia Arms and brass resellers like GI Brass a lot of money... they have suspended sales for now.
Doubtful. This will make panic buying even more likely so they can raise prices again. Whatever they're not making now they will make more so later.
