Non Resident Gunshow Purchase

I am a Wisconsin Resident going to school in Virginia. The law as I understand it is that I may purchase a rifle or shotgun at a gunshow with the proper id but handguns are not allowed.

However I have a C&R. Would I be able to purchase a C&R handgun? I tried Cz-82 a while back but was turned down by the dealer at the show. Seems odd that the dealer could go down the street and mail it to me but he couldn't sell it to me in person.

Could anyone point me to a law or regulation regarding this?

i don't think he can mail it to you. UPS yes.
 
You are fine to buy C&R handguns FTF across state lines. The dealer either did not know the law, or was just paranoid about a possible ATF sting.
 
Stupid question, but was your initial attempt before or after the CZ82 was added to the list of eligible guns?

It was after it was added to the list. All the guy was selling were C&R guns, Mostly rifles. He didn't think he could sell it to me and me arguing with him wasn't going to change his mind. So I didn't waste my time.

You're correct. I should have said he could go down to the local ups hub and overnight it to me
 
Take no guff--a C/R *is* a type of FFL that permits you to do certain things and make certain transactions; it doesn't make you a super-citizen but it should help some type-1 move some C/R product swiftly and with little hastle.
He should be thanking you for paying his mark-up.

If he is 'uncomfortable' or un-knowledgable about whether or not one of his products is a C/R weapon--maybe a career change is in order. If a dealer won't transfer to me on my C/R for a weapon that may be lawfully transfered that way, said dealer will never see a dime from me again. Move on to the guy that WANTS money and not to sit on a stool and say 'NO!' (I like that axiom--who's is it--I forgot and want to give credit).
 
Many FFLs are as ignorant of firearms law as are most law enforcement officers. They know what they THINK the law says, not what it is.

For example, a C&R license satisfies Florida's requirement for a background check to purchase a firearm... no separate FDLE check required. It has nothing to do with C&R guns, just the fact that a BATF-approved background check has already been conducted. A dealer refused to waive the FDLE check on a purchase (modern firearm) I tried to make. I filled out the 4473, but objected to the separate ($5) FDLE check, citing Florida law (which I had with me). I walked away from the sale.
 
The local/state laws that effect C/R's are a VERY escoteric bunch. Having the C/R is relief from some onerous statues and (in some towns in IL outright bans). I had never heard about the FLA law. The ATF takes an dim view of it, and I don't like it, but the general legal view is that it makes you a "bona-fide" collector even though you might not really merit that title.

FFL's I don't excuse for lack of knowledge or non-response to appeals based on logic and evidence.
 
If anything, he should love to see your C&R, because it saves him from having to do a call-in and a 4473; he just needs to log it out to your 03FFL.
