I would recommend taking the course. They can be quite educational.

To be honest, I used to help teach such classes and I did not know they weren't mandatory throughout NYS.

Once a permit is issued, there shouldn't be a problem getting it transferred. Luckily I was able to get an unrestricted permit quite easily in a gun friendly county (at the time) - Ulster, and tranfer it intact to a restriction-loving county (Orange) through simple amendment forms...I did not have to show a safety course certificate.

As for the original poster, everything in NY varies by county.

I happen to be in a county that pretty much only issues unrestricted permits, and without much fuss or hassle. As a matter of fact, I was concerned about what to put for that answer, and the officer in charge of the applications actually asked me, "Don't you want to put 'self-defense' down as well?"

That pretty much answered the question for me.

Another common misconception I see quite a bit has to do with restrictions across the state. If you have an unrestricted license, you can legally carry concealed anywhere in NYS (obviously w/ the exception of federally restricted areas) except for the five boroughs. Long Island IS legal.

ny state license is called "ltc" licencse to carry

you cant possess a hand gun without a license

you cant touch a pistol in a store if you dont have a license

actually, if you let some one touch a pistol that doesnt have a license
you can get in trouble (if you are caught by some one of authority)

on a range: no license, cant shoot

once you get your license you can possess a hand gun

i actually bought my first two hand guns before i had my permit
they stayed in the gun shop until i got my coupon from the county
to be able to possess them....so i owned them (paid the money)
but they stayed in the store until i could possess them

unlike many states, ny is very tough on this stuff

once you get your permit, you can possess as many as you want

oh...and there is no open carry in nys
it is a permit for concealed carry

i guess you could carry in your house openly as long as no one
else is around....

hunting....not sure if you can carry your handgun openly then
but you would have to check the laws for that
 
The same rules apply for hunting with a handgun (must be concealed), but it is not uncommon to see hunters walking around in small town restaurants and even in bar/restaurants with shoulder-holstered revolvers in plain sight and noone says a thing about it (incl. LEOs, who at times are doing the same thing).

Like yourang? said, once you actually have your permit in NYS, it's very much like other carry states--perhaps even better, since there are very few restrictions as to where you can and cannot carry.
 
Suffolk Country licenses are full carry but have "restrictions" to going to and coming from the "range". The wording in the handbook is vague about just exactly what that means, and what time limit is involved. If I go to the range at 9:00am, leave and stop at a friends house and then go to Macdonalds and then go shopping only to get home at 9:00pm I'm still on the way home from the range. The handbook says this is lawfull. Seems like you would have to do something awful stupid like brandish or threaten someone to get in trouble. Of course this is all concealed carry.

You are EXTREMELY mistaken.

Open carry is ILLEGAL in NY.
NYS permits are for CONCEALED carry, for OWNERSHIP, and required to even TOUCH a given gun.

This is totally correct. In NY Concealed is concealed, there have been cases of folks losing their permit and guns for printing or accidentally being made. The good thing about NY is it is cold for a good part of the year so wearing clothing that is good for concealment is normal.
 
No one seems to believe, no open carry, during hunting season. As stated above, their worn in resteaurants, motels etc. during deer season at least in the finger lakes and adirondacks.
 
Onondaga county requires you to have a reason for self protection beyond that of a another person in your same situation or profession. I am trying to upgrade to a CCW permit from my current Sportsmans license - not sure how I want to word my request but I do know that "All Lawful purposes" wont fly in Onondaga county.
 
Don't over-think this; it's not a psych exam...

I had a NYC pistol permit when I lived there. I wrote "So I can shoot my guns" or some kind of very literal truth. Just being blunt and telling the truth is pretty much a 100% route to getting what you want honestly and without fuss if you have not figured this out yet.

Then I included a copy of my FL carry permit and NYC range membership, and I had my license back in like one week or 10 days. The range said they had never seen an application go through so fast, much less an initial application for multiple guns. I think I had to go down to 1PP (Yes, that concrete monstrosity that "Law and Order CI" is set in) for a brief interview since I was putting MULTIPLE guns on the license at once, but it was a formality and I still had the license back in like a week or 10 days. No problem.

Just be clear, direct, polite, and honest. You'll be surprised how well that works in life.

About two years after I got my pistol license in Manhattan, I got a very shiny Beretta Silver Pigeon O/U from Beretta. I mailed a Long-gun license application to the long-gun division somewhere in Queens I think and in the "reason" bit I wrote "So I can take my shiny new shotgun home." I got that license back in like four days; the Beretta gallery on Madison said they had never seen an application go through so fast. Just to be clear, I was not a cop or in any way "connected" politically. I was just up front, a clean citizen, and direct. Try it, it works.
