Here it is 10:45 pm CST and I go outside on the front porch to smoke. I am taking out the trash with a old towel on my shoulder...
The rain is coming down, cool temps, and foggy. I'm just taking a break from reading and getting ready for College tomorrow.

House is on a cul-de-sac, and part of the strategy to keep the home more secure and less desirable to folks are motion detection light front and back.

For ease of writing there is Big Main Road, one turns off onto aMain Road which goes straight to a dead end. There are only 2 side streets, both on one's left that are cul-de-sacs. I am on the first left.

So car #1 comes off the main road with headlights off, stops under a City Street Lamp. As Car #2 comes off Main road, car #1 turns on headlights for a split second and Car #1 continues to the next street.

Now I am just some guy on his front porch taking a smoke break, while taking out the trash. I am not "looking" at them - still I am "observing". Just the way I am...

Car #1 raises his hood, headlights off, engine is running. He grabs something from drivers side from under the hood. He looks my direction and by now I am looking down as I play with the silk flowers in a flower pot on the front porch.
Some guy taking a smoke break checking to see if his flowers are frozen...from all "appearances".

The next item is real shiney, I know what a semi-auto handgun sounds like being racked...
So I pretend to be covering tender vegetation...err...they don't know the flowers are silk...I gotta towel I wiped my wet hands with from handling a wet trash can...

Car #2 comes back from other cul-de-sac, takes a right up my cul-de-dac, and cuts off his headlights as he does so. Car #1 follows with his headlights off and they enter the cul-de-sac. I look like some dumb old guy who cannot cover the flowers with the light wind kicking up...fumbling with a towel..all thumbs...except I am CCWing, there is phone right inside the front door...and other "tools" if need.

Now this is slick, this make of car did not come with a trunk opener, I mean Car #2s trunk raised up, quiet, and Car #1 tosses the package retreived from under the hood earlier. Truck eases back down real quiet. Headlights are still off, still between a City Street Lamp, my motion lights, and the motion lights the across the street neighbor has...I am seeing enough. Neither vehicle has license tags.

Car #1 drives onto grocery store parking lot which is across the Big Main Road, which I can see between houses across the street, and the lot lights are on all night.

Car #2 stopped just off my cul-de-sac onto main road. Passenger gets out, trunk is raised, package removed, truck lowers. Real quiet...silent.

Car # 2 then eases to Car #1 on grocery lot, and by golly he too has this trunk raising dealie . Again these are older models and these did not come with this feature from the factory.

Car #2 passenger tosses something into Car #1s trunk.

Now I gotta admit, pretty slick, quiet, nobody got out in the presence of another - except when one car passed the other at the beginning of my observations.

I have been noticing these trunk raising features on more and more vehicles. Again- not a factory item on these older makes and models. Also note most of these vehicles do not have license tags, license lights are off , many tags do not "look right" - meaning beat all to hell like a trailer does missing a hitch, banging and denting something awful - except these vehicles do not have hitches, or...now since our letters and numbers are red - they wouldn't be altering anything now would theywith red tape? *ahem*

Humm...anyone can use Strategy and Tactics for whatever purpose - huh?

Not a good idea to have a LEO show up at my address. Folks take notice around here and liable to take exception to LEOs being around. I will handle this another way - off site.

Seriously, time to find a new place to hang your hat, my friend. No need for me to remind anyone what happens when 'bidness negotiations' in that line of product go really bad...

Hi SM-

Should we take the last sentence in your narrative to mean that you live with and amongst criminals so that is why police are unwelcome in your neighborhood?

You couldn't comfortably call the police to tell them that suspicious vehicles without license plates are engaging in peculiar actions near your home? I don't know about your township, but a car driving without plates near my home would be identified by the police and pulled over nearly instantaneously without telephone calls from residents.

Just keep in mind that you can not stay awake, much less switched on, 24-7, no matter how much you may need to.

If you can convince a certain someone that there really are better places to live out there it might go a long way toward reducing your stress level and making life a bit easier to live.

However, one does what one must when the devil drives, so whatever you are doing stay sharp.
 
This sounds like a higher end of the food chain deal. They kept a low profile the raised hood would make someone that wasn't outside think they pulled off the main road becasue of car trouble. Nicely done they set up their transaction on the side streets so they aren't noticed then they complete it in a public place where people would use their trunks.

SM I highly doubt you will see those vehicles on your street anytime soon if they are smart enough to go to all that trouble they will be smart enough not use your street again for some time.

I have a similar problem an individual sells drugs on my block totally randomly. Nighttime, broad daylight never the same time or day of the week. I've never seen him stick to any kind of schedule. I could call the police but I doubt they would answer the call. And they wouldn't respond to your call for that situation either I think.

If you want to do something go to the police station and try to speak to someone in vice. Tell them about what you saw that might get the ball rolling.

They were very slick though you might not ever see them on your street again.
