Since their site doesn't say anything about the glass, or the coatings, or country of manufacture, I'd guess cheap Chinese stuff. Why risk it when you can buy a decent name brand.
 
The glass is superbly clear & all components of it seem to work great in the store . Since no one has any experience with it ,I should take on the job of testing but , I think not. Alas if it works as good as it looks it would be the best buy ever. When you pick it up & look through it brings Zeiss Victory to mind instantly. I will not try it ,but I hope I'm not messing up

General rule of thumb when dealing with unfamiliar makers: the more impressive the name, the less impressive the performance.
 
Remember back in the 1990's, when scopes with goofy names like Sightron and Nightforce started showing up?
 
Occulus is indeed the Bass Pro house brand, came out about mid-2013 as a competitor to Vortex. They saw how many binos and scopes folks were buying at the Vortex price point and thought "Why not try it?"
Not as cheap as their generic Redhead label. About like the low end Nikon stuff.
