Ohio "Honors" Virginia Non-Resident CCW Permits

I have a quick question about that word, "honors." Does it mean that if I am a resident of Ohio, and obtain a Virginia 'non-resident' CCW permit, Ohio will "honor" that permit for the duration of the permit's validity (ie, 5 years)? Or, rather, does that mean they will only honor it for a certain period of time--expecting you to get an Ohio CCW?

I am fairly convinced that the former is correct. I have looked all over the place, including skimming through the Ohio Revised Code, in order to find anything to the contrary, but have not found it.

The reason: There is an online course that is only $25 for the VA CCW permit. This is for my wife. She is also pregnant, and shooting while pregnant is highly discouraged. In other words, for much less money, she could get the VA CCW without having to spend 8-12 hours in a classroom, and without having to do the shooting portion that Ohio requires.
 
Other Ohio residents are carrying on out-of-state licenses and have been for years.

Note that tomorrow a new law takes effect that says Ohio will allow Ohio residents to carry on an out-of-state license as long as there is a reciprocity agreement in effect. Since the odds of either Ohio or Virginia cancelling the current reciprocity agreement is pretty low, that is not something I would sweat.

(1) If, on or after the effective date of this amendment, a person who is a resident of this state has a valid concealed handgun license that was issued by another license-issuing state that has entered into a reciprocity agreement with the attorney general under division (A)(1) of this section or the attorney general determines that the eligibility requirements imposed by that license-issuing state for that license are substantially comparable to the eligibility requirements for a concealed handgun license issued under section 2923.125 of the Revised Code, the license issued by the other license-issuing state shall be recognized in this state, shall be accepted and valid in this state, and grants the person the same right to carry a concealed handgun in this state as a person who was issued a concealed handgun license under section 2923.125 of the Revised Code.

(2) If, on or after the effective date of this amendment, a person who is a resident of this state has a valid concealed handgun license that was issued by another license-issuing state that has not entered into a reciprocity agreement with the attorney general under division (A)(1) of this section, the license issued by the other license-issuing state shall be recognized in this state, shall be accepted and valid in this state, and grants the person the same right to carry a concealed handgun in this state as a person who was issued a concealed handgun license under section 2923.125 of the Revised Code for a period of six months after the person became a resident of this state. After that six-month period, if the person wishes to obtain a concealed handgun license, the person shall apply for a concealed handgun license pursuant to section 2923.125 of the Revised Code.

Also starting tomorrow, only 8 hours of training is required. If she gets the VA license, I highly recommend, at a minimum, that she read the Ohio Attorney General's CCW Manual to get some sense of what is required under Ohio law.

Hi Folks, brand new member here. I am an Ohio resident carrying a nonres ccw from Virginia. Everything I read says Ohio will not honor an Ohio resident with non res ccw permit. I dont wish to break the law but I also dont want the added expense of range time that ohio seems to want. Thanks for input I read the post above, and reply to the given question. However I cant find any materiial about ohio- virginia approving of each other Just an agreement from ohio DA Dewyne signed a number of years ago, nothing addressing new laws effective last tuesday. I am totally bewildered. Thanks for the time, very nice group on this site. robynhood52
