The Five-Seven does have armor-piercing ammo, no doubt about it. That ammo is only available to the police. It is shipped directly to them. It is not in gun shops.

If these drug cartels are running around with AP ammo, they have to get it from the police - or else rob FN Herstal's ammo plant.

Mexican Customs

It looks like Mexican customs can't take the time out to check those suitcases coming into their own country. The USA can't control much what goes into Mexico, only what comes from Mexico into the USA. It is Mexico's responsibility to keep what it wants out of Mexico. The real problem is the corruption that goes on in Third World countries, like Mexico. The folks with guns in suitcases are probably paying off Mexican customs, so that their bags aren't check at the border entry.
