It all falls down to "can legally possess a firearm".

That's the bottom line, and it generally excludes non-citizens.
Sorry if I missed it but I don't see where you get that from. At the risk of repetition, but in the interest of clarity, could you kindly post the relevant section of the law?
 
I'm done here.

The only place I'm "wrong" is my knowledge of what privileges a "green card" offers it's holder.

The federal law has something to say about who can legally possess a firearm, as do each state's laws.
 
Check the post for link made by Sam1911 then go to 13-3102 and you can also read SB1102 that created constutional carry. You must be a US Citizen, at least 21 and Not Prohibited from Owning firearms in order to carry open or concealed in Arizona. Federal law also restricts gun ownership to Citizens and Permanent Residents (Its on the form you fill out at your FFL dealer.

I have checked the links but don't see support for your statement.

(ii) Nonimmigrant aliens who enter the United States to participate in a competitive target shooting event or to display firearms at a sports or hunting trade show that is sponsored by a national, state or local firearms trade organization devoted to the competitive use or other sporting use of firearms.

(iii) Certain diplomats.

(iv) Officials of foreign governments or distinguished foreign visitors who are designated by the United States department of state.

(v) Persons who have received a waiver from the United States attorney general.

Does that help? It does seem to say an non US citizen must posess a permit to carry a firearm in this state. A call to DPS or an attorney who specializes in Arizona firearms law might be in order if you wish more information than this.

Thanks, it helps a lot. I appreciate you taking the trouble.

However, the quote seems to say that "nonimmigrant aliens" - not "non US critizens" - need a permit. A "nonimmigrant alien" is not the same as a "non US citizen". A "non US citizen" can also be a permanent resident alien (green card holder). I'm interested in this because I'm a non-US citizen, a permanent resident alien, and a Texas CHL holder. I am getting the impression I could legally carry open or concealed in Arizona even if I didn't have the Texas CHL, i.e. that permanent resident aliens are treated the same as US citizens. With my Texas CHL, I virtually certain there is no problem in carrying in Arizona even though I am not a US citizen. I agree that an enquiry to DPS might be in order for permanent resident aliens planning to carry in Arizona just to be on the safe side.
