Oregon lawful carry without CWP

We recently started a new phase of life in Vancouver, WA which is minutes away from Portland, OR. Shopping and play trips to OR frequent. I generally always carry concealed with a WA license which is not reciprocated in OR (I don't think OR recognizes any State's CWP).

While open car carry is legal in OR, from what I can tell open car carry is not legal in the city of Portland (and several other cities in OR).

So short of applying for an OR CWP, does anyone know if open car carry in Portland, OR is legal if the gun is unloaded? It's a pain to have to do this every trip but, if it keeps it legal, it's far less painful than jail I imagine.

You are correct, without the CHP you cannot OC in the metro area of Portland and surrounding cities. There are specific laws in place that the Card supercedes. Nor is there any reciprocity in Oregon, or for Oregon CHP holders.

I've seen people Openly carrying their unloaded gun show purchases from the Expo center onto the MAX train, but understand...

This is Portland, people get called for carrying a gun into a gun store. Get the durn Card if you're going to travel often here, your time is valuable enough without spending it talking to SWAT weekly.

Not that I mind chaos at that shop, tried to sell me a .357 snubby to load into an 1895 Nagant pistol when answering a reloading question ( long story... they need to work on listening skills, never shop there)

Oregon does issue non-resident CHLs to those who live in adjacent states. I suspect you will find it best to apply in one of the rural counties well removed from Moscow-On-The-Willamette. The process is easy and relatively cheap.

Edit to add: A Californian posting elsewhere recently praised the Grant County Sheriff and crew for the ease with which he obtained his non-res CHL. Be polite and shop around, non-resident CHL is may issue, not shall issue.

I may be wrong but I believe Portlands and other communist towns laws on firearms were nocked down because the constitution says that nobody but the state can control guns. I carry openly all the time in Portland and have no problems.Frank

Grant County Sheriff, Glenn Palmer, is very pro-Second Amendment and has made a number of trips to California to take CHL applications; and he considers "personal protection" a good cause for issuing a non-resident CHL. He issued my Oregon CHL.

I suggest that the OP contact the Grant County Sheriff's office and find out how to go about things. It will help if he gets the application in advance, fills it out, collects whatever additional documentation may be helpful and make an appointment to visit the Sheriff's office in Grant County.

There was a bill in progress in OR to accept all out of state carry permits. Heard about it when in OR this spring. Haven't heard any more about it but I'm sure Google can find it's status.

Multnomah county is actually fairly fast in their processing, they get a lot of Vancouver residents who commute to Portland to Work, Shop, etc.

And Rori is correct, thats the State pre-empting local law.
