Out of state transaction

I live in Arkansas and a friend in TN wants to buy a gun from me. Is it legal to sell a long gun across state lines FTF or does it have to go through a FFL due to being across state lines? If I needed to, I could have him come into AR.

It needs to go through an FFL. Since it's a long gun, it can go through an FFL in either state.
