A friend give me a bunch of +P cases in 9mm and 45acp today. My question is can I load these to standard pressure rounds since I don't have a +P gun? Pardon My ignorance.

To the best of my knowledge +P cases are only a headstamp used to identify the initial factory load. And to answer your question more specifically, if they are possibly designed to handle the higher +P pressures, it is certain that a standard load will not make any difference what so ever. Load them as you would any other brass.

I have 9mm RP cases in regular, +P, and +P+. They area all 3 the same in cross section.

I have 45acp regular and 45 Super brass. The 2 are the same in cross section.

But Starline 45acp +P has thicker walls than regular 45acp in cross section. These +P cases have less internal volume.

Sorry if this is a silly question, i'm still in the book reading phase of reloading. Is the reduced internal volume of the starline .45 ACP +P the method that Starline uses to create the additional pressure making it a +P?

"...only a headstamp used to identify the initial factory load..." Yep. Same thing otherwise.
"...to create the additional pressure..." Nope. They're just loaded hotter.

9mm +P and non +P cases are the same in volume and thickness so the load data is the same. The +P stamp is for load identification only. .38 spl is the same.

Unlike the 9mm and .38 spl the.45 ACP +P cases have a thicker web and smaller case volume so pressures will be higher in the .45 acp +P cases than if the same load was used in a non +P case. Loads should be reduced appropriately if standard pressure is desired.
This quote is directly from the Starline product description: "The 45 Auto+P is a strengthened version of the 45 Auto with the same external dimensions. A thicker web and heavier sidewall at base strengthens the case in potentially unsupported areas. This case has approximately 2 grains less internal water capacity than the standard 45 Auto.
