1. Yes
A. Yes
2. Yes
3. Yes
4. Yes

In regards to #2 many people, including Philly PD, will tell you that you have to have a Philly issued permit to carry in Philly. And that open carry is illegal period. These statements are both wrong. You can carry concealed in Philly with an out of state permit. You can also open carry in Philly if you have a permit but I'm not 100% sure if it must be PA issued or not for that. I have carried many times in Philly with my TX permit with no issues. Never tried it open. So my advice, which has worked for me is this:

1. Call the PA AG's office and make sure FL is on the reciprocity list.
2. Do NOT open carry in Philly, unless you have a letter on you from the AGs office saying it's legal to do so with a FL CCW. Even then be prepared to be arrested or atleast constantly harrassed, it's more likely that not that you will be.
3. If you're going to be there for long, or if you will travel there a lot, get an out of state PA license. It's easy and cheap to do and it'll make your life easier, especially in Philly.

Best of luck to you. PA was my home for 24 years and I've always found that outside Philly most people there are very pro-gun. Law enforcement included.

Thanks Rob.i dont think i wanna even mess with philly carry, even with the letter. LAst thing i want is to be in the back of a police car.

But your saying i can Concealed carry in philly with no problem?

Thanks again

Yes you can carry in Philadelphia as long as FL has reciprocity with PA. I'm sure you've already checked on that. As far as the rumor about Philly being off limits, check PA Title 18 sections 6106, 6108, and 6109. IIRC those are the ones relevant to concealed carry in PA and I see nothing to exempt Philly from out of state licenses. (hope I have the section numbers right, I'm not at home right now)

Not a lawyer, although I'd like the paycheck. :D I'm a graduate of the PA police academy and although I'm not an LEO I remember my training pretty well. I also keep a current copy of the crimes code on my desk since I go home a lot.

if you carry exposed, unless your hunting, your an idiot.your setting yourself up to be robbed of your gun or shot by an idiot cop.

So, the most intelligent thing you can come up with to post is to call people names?

the only reason I posted no on 2 was because of the attitude of the Philly police.
I should have stated concealed would be OK but figured that no was the answer that best discribed my take on it. Sorry I would not open carry in Philly at all. Its not worth the hassle.

You pretty much understand the politics Johnny Dollar. The biggest problem with Philly right now though is that they used to have their own gun laws and have been slow to accept that state wide preemption exists in PA. I'm pretty sure that they still have all their old laws on the books and you will run across officers from time to time that will try and enforce them. To the best of my knowledge though the only "special" law that exists anymore is the one about needing a CHL to open carry in Philly.
