I was wondering if anyone know what type of investigation the sheriff dept uses to issue non resident gun permits. I see by the application they ask for a copy of your permit from your state and a valid copy of a driver license
I see by some reports permits are issued in a short time frame:I wonder if they just do a background check
with your driver license or do they also request additional information from the state were you reside in to forward a copy of your reason to have a gun permit.I would also wonder if they issue the non -resident permit and due a complete background check at there own time frame.
I read some remarks permits were issued in a week time also seen a few post the sheriff dept may issue permits on the spot.
I am going this weekend up to PA in Wayne county in Honesdale and was thinking why just see if I could apply there in person spoke with the sheriff deputy on the phone and she stated the sheriff there will not issue a non-resident permit unless you own property in the Wayne county area.I ask why and she stated it was up to him and she stated you will have to Waite 45 days until the FBI investigation will clear and Pennsylvania Instant Check System for issuing CCW from Harrisburg will clear.I did try to explain I already have a permit out of state but she say the paper work on both at Harrisburg and the FBI search will take about 45 days and yet I read guys getting the permit in a week.I wonder how can the same dept have different rules on applying for a non resident permit or the local sheriff make his own rules as he goes.?
I wonder am I missing something or did she misunderstood or mislead me with the wrong info
 
There's a fair amount of variance from one county to the next.

Some of it's within the sheriff's purview, some isn't.

Some sheriff depts do in depth background checks, taking all 45 days, others just run NICS, maybe dial one of your character witnesses to ask if you're known to be a habitual drunkard who plans to overthrow the government by force before signing off and calling it a day.

Sheriff Nau in Centre County requires nothing beyond Pennsylvania's requirements and is a pleasure to do business with.
 
Likewise, McKean County is very receptive and friendly.

Get your PA permit by mail from a different county. Why waste time dealing with an anti-gun sheriff when most in PA understand that PA is still part of the USA. Even though the permit is issued by a country sheriff, it's valid everywhere in the state. Even in Philadelphia, much to the good mayor's dismay.

When I still lived in PA, I got my permit in Chester County. It was extremely easy and inexpensive and signed by Sheriff "Bunny" Welsh. :) When I moved to CO, I had to take a course, which I actually enjoyed, and it cost a lot more $$$ in Douglas County.
 
10 days in Mercer County for my initial issue. 17 days for my renewal. Sheriff Romine's folks were a pleasure to deal with.

Yup. +1 for Centre County. VERY gun friendly sheriff here. I know him from the range and he's a good guy. Definitely one of us. They will process your app quickly with little if any hassle.
 
To the OP: You don't say where you're from. Does PA recognize your state's permits? Can you get a FL permit? PA recognizes FL permits, even if you have a FL non-resident permit.

My PA Non-resident lic: took one week .I mailed it on Monday and it was return the same week Saturday
I got excellent service from Centre county
 
There is no requirement to own property in PA in order to get a non-resident LTC. Any such restriction is a ball-busting effort by the sheriff.

The application process, by law, is supposed to be uniform throughout the state. The trouble is the sheriff's tend to ignore this little ditty.
 
Got my first one from McKean in 2000. That took 2 weeks because you had to send 'em an SASE, and get the application. Then, send in the application, and receive license at the end of the second week.

Center County, in 2005, had the app there for downloading. Downloaded it, filled out with attachments as appropriate, and got my permit back in 6 days.
