Pistol Transfer in Texas

Can a fellow Texan help me out here and perhaps point me to the applicable law so I can verify for myself?

I know I can transfer a long gun in Texas to a fellow Texas resident without going through an FFL. I'm currently rehoming some pistols and a fellow THR member in Austin is interested in one of them. His FFL apparently told him pistol transfers can be done within Texas without using an FFL just as long guns can, but I wasn't aware of this. Anyone know for sure?

If it matters, I'm a TX CHL holder, and I believe he is as well.

After reading the Federal law, it appears I can, unless Texas specifically restricts such. I never knew this.

All you are responsible for is not knowingly selling to someone that can't legally own a firearm, AKA underage or a felon.
 
Where people get confused is: You can't mail a pistol to a fellow Texan like you can a long gun. Under federal law, you have to ship a pistol via a common carrier if you're not an FFL.

Since most folks don't want to pay FedUPS' exorbitant prices, they tend to use an FFL to send their handguns (FFLs can use the U.S. Mail for handguns), and since it is shipped by an FFL, it must go to an FFL, and so the assumptions keep gettin' bumped . .
 
Welcome to Texas. We are a free state and our laws reflect this. You are free to sell a pistol or long gun to any one you wish, as long as you do not have reason to believe he is not allowed to possess said weapon. No dealers or FFl required, no bill of sale required, no CHL required, just collect the money and hand over the gun.

Some people have difficulty with this concept, but after a while it gets really easy to accept.
