You can go lower using lead bullets vs jacketed. If your going to shoot jacketed you need to stay above 650-700fps to keep from sticking a bullet in the barrel. With lead you can into the low 600fps without sticking a bullet.
With the 38spl being a low pressure round you want to use a soft lead bullet 12 BHN sized 0.001" over your bore size.
There are several post here using 231. Start at min and see how it works. Only load a small quantity (10) to test.
