You can go lower using lead bullets vs jacketed. If your going to shoot jacketed you need to stay above 650-700fps to keep from sticking a bullet in the barrel. With lead you can into the low 600fps without sticking a bullet.

With the 38spl being a low pressure round you want to use a soft lead bullet 12 BHN sized 0.001" over your bore size.

There are several post here using 231. Start at min and see how it works. Only load a small quantity (10) to test.

Bullet weight doesn't much matter as you can do 158gr on down with 22lr-like recoil.

As I understand, these are for practice, and she will be carrying this gun with a different round, which is likely faster. It would help to know what that round is. If that is the case I would opt for the lighter bullet, as the higher the velocity, the lower point of impact, and it will probably shoot closer to your carry ammo. You won't notice all that much 20 feet, but at 75 feet it will be very significant.
 
True, remember, it's a 38 special snub nose, shooting something at 75 feet isn't really a good choice. BTW, got to try out the 'bunny fart' loads, worked pretty well. Might even consider going a little softer. Ordered some 105gr SWC from Bayou Bullets, see how they will work.
