Pre-ban AR uppers in Post-ban states?

I live in CT, and we can't have telescoping stocks, bayonet lugs, or flash hiders. Well, that rules out about 90% of AR-15's out there. I have a line on complete AR-15 that has all of those items on it. I can't get it shipped to a FFL in CT with those items on it, and most sellers are unwilling to modify it to CT legal prior to shipping it.

Can I buy a pre-ban upper, and have it shipped into CT so I can then modify it myself? I can get a stripped lower, and an A2 buttstock or pegged adjustable type stock easily enough. It's just a matter of getting the upper, having it shipped to me in CT (no FFL needed, right?), and then swapping out or milling off the bayonet lug, swapping the flash hider for a comp, and I'm all set?

why not just buy one that is legal in Ct rather than screwing around making it legal?

As to the OP, I would call the firearms branch of the State Police and talk with them. Or better still, email them with your questions so that you have a response in writing.

They were pretty helpful to me a few years ago when I was trying to figure out what was and wasn't legal. The trooper I talked to was actually pretty sympathetic, and concurred with the stupidity of the law, or at least parts of it.

I ended up buying a CT-legal Bushy, and have been pretty happy with it. Muzzle break on a .223 is really useless, but at least I know I won't get arrested for it.
 
I already have a Bushy that's CT legal... but it's a matter of availability. Forget trying to find used AR's online that are CT legal. I'm looking to cheaply put together another AR, and it's hard to find the CT legal ones used.

My current one has nothing on the end of the muzzle. My only reason for putting a comp on the end is if I have to take off a flash hider.
 
Romma... where do you shop for stuff around here? I live in Mystic, and work in Norwich. I'm also looking for good places to shoot.

If you live in Mystic, I would highly reccomend joining the Quaker Hill Rod And Gun Club, The Groton Sportsmen Club, or Ledyard Sportsman club. Although their rifle range is shut down now due to a beef ongoing with Ledyard.... The pistol and skeet range is open and I believe you can shoot .223 in the pistol range.

Also, I go out to Newington because any shops (the few there are) gouge their prices...

Nope! They are legal as long as the are Preban. You can even buy a preban lower if you can find it and modify it with collapsable stock and flash hiders...

Just confirmed it with Newington Gun exchange.

Yeah, if anyone answered the voicemails I leave for them! Groton doesn't even have an answering machine, Ledyard doesn't return calls, and Mystic took a week and a half to return my two calls.

Even though Ledyard is really close to me, I'm staying away from it due to the legal issues. I am visiting Mystic tomorrow night... I like that their indoor range is close by, and even though it's a 40 minute drive to get to their outdoor range in Griswold, at least it's in the boonies and should be a bit safer from neighbors getting PO'ed about it.

Quaker Hill Rod & Gun Club has the monthly meeting at 7pm on the 3rd thursday of each month, which would be tomorrow night.
Plenty of friendlies there who would invite you for a full tour during daylight hours. I would recommend befriending a "range safety officer" (quite a few at the meeting usually) to give you the tour.

Also I would suggest calling Stag Arms in New Britain, Ct and request them to mail you a 2007/2008 catalog. All of the Ct legal parts are available with a picture schematic and individual part #s. With the exception that a lower receiver can only go through a licensed ffl, I believe they'll sell you pretty much whatever you want.
 
I suggest you do it right the first time. Shop around for a preban lower (can't be a Colt), and build it with whatever evil features you want.

There are plenty of preban PWAs, Bushmasters, and Eagles floating around for $400-800 each.

Unlike most guns, a documented prebran receiver will appreciate in value.
