I'm having trouble finding printable NRA sillouette scale targets for 22lr.
I think they are 1/5th scale but cannot find any to print.
Any tips on that?

The heavy squares on benchrest targets are referred to as "aiming squares" from back in the "olden days" when they were the only things easily seen through the generally low powered scopes used in the late 40's and into the 50's and early 60's. Now their main purpose is that if mirage is heavy they might be the only things visible.
For targets that are going to be measured for group size "ivory" cardstock works well. I use the 110 lb weight which doesn't tear, gives nice clean holes, and runs through my printer.
