Well, it's good that you asked. I always refer to documents to confirm the law before doing anything. I have, printed out, the laws pertaining to handguns. I use www.packing.org to verify most stuff.
You should probably know that you're in a very anti-gun state. By federal law a minor (under 18) cannot own a gun but in some places may use them for hunting, etc. In most, if not all, cases it is illegal to even allow a minor unsupervised access to a handgun.
I don't know of any laws allowing a person under 21 to legally own a handgun. I'm sure there may be some provision for inheriting an item as such, but that's all I can come up with. Sorry. There may be more people on here that can be clearer on the topic, especially in CA.

You can't buy one new or used, but you can be given one by a relative if you're 18. I'm pretty sure you have to have someone 21 or over if you wish to shoot it as well.

California requires that most firearms transfers be conducted through a dealer and a dealer cannot transfer a handgun to an individual under the age of 21.
However, in California, an individual over 18 can be given a handgun as a gift by a parent or grandparent without it being transferred through a dealer. The individual must possess a handgun safety certificate (or be exempt) in order to receive the handgun and the change of ownership must be registered with the California DOJ. The only other way an individual between 18 and 21 can own a handgun in California is for them to already own one when they move into the state. Even then, they have to register it with the DOJ.
As long as the handgun was transferred legally there is no need to have anyone over 21 accompany the owner.
