Proper disposal of dud ammo

I've got a bunch of Pakistan 303 milsurp ammo which I bought it for my No4 Mk1 Enfield. The problem is it doesn't go bang, I've tried about 10 rounds and all are duds. Other ammo works fine in my rifle, so I'm assuming that the Paki ammo is junk, and several online sources backs up this conclusion. I bought several hundred rounds of this stuff, what do I do with it? I really don't want to spend the time needed to pull all the bullets and dump the powder down the drain. Is there any other way to safely dispose of this stuff?
 
There should be a local collection center for dangerous materials. The local fire department would know. They may even want it for training in how to handle a fire with ammo.
