TheEgg, it may be less sinister than you think. The Communications Decency Act says that ISPs and providers of interactive computer services (like THR) are not liable for publication of false and defamatory remarks (libel). Only the person who made the comment would be liable; but in a forum like this they will also often be anonymous so it is difficult to bring a suit.
The NJ law apparently seeks to make it easier to quash such speech on the Internet by shifting the burden on finding the real identity of the person from the person who was allegedly defamed to the ISP or interactive computer service. Instead of making it YOUR problem to find out who this mysterious TheEgg is if you wish to sue him, it makes it THRs problem.
