Purchasing Ammo -- When did it become a crime?

I don't have a problem with the Walmarts down here. The clerks here tell me they have trouble keeping ammo in stock. During the day, there is almost always someone near the sporting goods counter and they ring up the ammo right there. The only time I have had trouble waiting was late in the evening.
 
Up until 3 weeks ago one of my local Wal Marts had WWbox 115g 9mm for $4.63 a box. I would buy what they had and they would order 2 to 3 cases at a time for me if I wanted. I had to pay at the gun counter, but no big deal. The ammo has since went to $7.17 per box. Now that I don't like, but probably cheaper than the other Wal Marts, since all others were $6.97 at the time of this deal.:(
 
I shop around for the best deal on whatever it is I need at the moment. For the premium hollowpoints and Brenneke slugs, I'll go to the gun store. (Just moved to within 2 blocks of it last month!):D
For the plinking & practice stuff, I'll go to WalMart or one of the big name sporting goods stores. I've never had any real problems at WalMart, other than a lot of pointing and explaining what I want from behind the counter. They've always let me put the ammo in the cart and keep shopping without paying at the sporting goods counter. However, I ask to pay for it then, as they know what to do when the register starts to explode with beeps asking if I'm 18/21, pistol/rifle, etc., for each box of ammo. The standard-grade cashiers come to a total mental stop (not a long journey) when this happens.
