The new armor and the weapons designed to defeat it will all be illegal for common subjects to own. Only criminals and the police will have the new equipment, which will continue to evolve until it again becomes vulnerable to old-fashioned tools.

Maybe head shots, as mentioned, but with some sort of advanced aiming technology: how about a nervous-system upgrade for the shooter where the hand is slaved to the eyes by an artificial muscle-control network that overrides the natural system. Look them in the eye and you'll make that shot through the eye-hole of their armor, every time. Of course if you're so equipped, you might be expected by a jury to have shot the weapon from their hand.

An upgraded "more-lethal" Taser variant designed to electrocute instead of stun?

Miniaturized recoilless launchers with shaped-charge warheads (mini-RPGs)?

I can imagine future cops using some variant of the Active Denial System in place of tasers, etc., for which the only defense would be a full-body Faraday cage. Handheld Masers would be the lethal version.

I keep waiting to hear about man-portable sonic weapons. It's only a matter of time unless something more viable pops up.
