The Army has been issuing "swab, cotton tipped" and grey handled toothbrushes to clean M16s with since 1968 that I know of. Prior to that everyone I knew had a extra toothbrush and shaving brush to clean their M14s. Not a new idea then either. My uncle (WWII vet, ETO) told me about having a gun cleaning shaving brush and toothbrush in his day.
