Question about a headstamp

Any one know who the headstamp "T W" belongs to? 223 brass also has 2 numbers, but they vary. Primers are ring crimped, so probably mil. brass, just wondering who made it? Thanks in advance.

TW is a Twin Cities headstamp, and as military headstamps go the 2 numbers will be the year, like "94" or "76" indicating a 1994 mfg or 1976 mfg.
