Let me start off my saying that I am 21 years old. I have always lived in Missouri. I have not done anything illegal (that I know of).
Missouri's new CCW law (HB349) states stipulations for obtaining a Missouri CCW endorsement. The age of 23 is one of the stipulations. I came up with the question of; If I were to get a Florida Non-Resident CCW endorsement, could I carry a concealed weapon in Missouri at the age of 21? Here is the email conversation between me and an administrative assistant for my local State Representative.
So, I know that it is indeed legal for me to carry a concealed handgun in Missouri under the age of 23 with a Florida Non-Resident permit. My question is; What happens if the local law enforcement agency doesn't know enough about the bill to realize that I would be legal? Do I got and talk to got county Sheriff?(I live in a rural community) Do i just go ahead and carry and "if" something happens, worry then? What do you guys think?

Mr. Klindt,
I was wondering if, when the HB 349 takes effect (Oct. 11th) will people
>under the age of 23 with an out of state Concealed Carry permit be allowed
>to carry concealed weapons? I guess what I am getting at is, does the law say
>that you have to be at least 23 to get a Missouri CCW permit or you have to
>be at least 23 to carry a concealed weapon? If I am emailing the wrong
>office please let me know and I will try to get these email to the right
>people.

Mr. Campbell. HB 349 sets out the qualifications for obtaining a concealed
>carry endorsement. In order to qualify for the certificate needed to
>acquire a concealed carry endorsement, individuals must be at least 23 years
>of age. There are 13 additional criteria that must be met. A summary of
>the bill and the bill itself can be viewed at our Senate web page:
>www.senate.state.mo.us. After pulling up the web page, click on "Search for
>a bill," then "Bill number search." Key in HB349 and the bill activity page
>comes up and includes summaries, committee actions, fiscal notes and the
>complete bill text.
Ms. Broeker,
So, would I be correct by saying that, a 21 year old resident of Missouri with a Florida Non-resident Concealed Carry endorsement can legally carry a concealed handgun in Missouri?
Thank you,
Nate Campbell
Nate: You are correct. I had one of our attorneys in Senate Research check the bill twice to make sure.
If we can help with anything else, let us know.
