Question on Alabama open carry.

I went and renewed my Alabama handgun liscense today. When I got home I noticed on the back of the liscence it has some "rules" listed. Right there in the #1 position is states "This pistol permit does not permit you to carrry a gun openly"

What's up with that?? Each county here issues their own permits. Does anyone else have an Alabama handgun liscense that states you cannot open carry? I have attached a picture of the back of my permit.

The info below was copied off packing.org. I was under the impression open carry was legal here when I read this.. but now I'm wondering since reading the back of my pistol permit.

Attorney General Graddick on March 22, 1984 issued opinion 84-00205 to the District Attorney of Butler County Alabama. That opinion stated that a person while on foot could openly carry a firearm on his/her person without a permit of any kind. The firearm had to be visible and all restrictions applied as those that applied to holders of a Concealed Carry permit. Title 14 –175 states that “No person shall carry a pistol in any vehicle …” So if you open carry and you want to get into a vehicle you must unload and secure the firearm or you are in violation of the law.

You can open carry while afoot but must unload and secure the firearm when you get in a vehicle.
 
AG opinions are advisory only. It is the AG's opinion on the statute or legislation inquired about. The opinions do not carry the full force and effect of statute. If you feel like you'd get a decent answer from your Sheriff, I'd be interested to know his opinion on the dichotomy between your CCW permit and AG Graddick's opinion. In any event, in AL the Sheriff of the County is by statute the one who issues permits. I'd abide by what he says. FWIW.
 
what gets me is the part where it said, this permit only good in the state of alabama, what is this? mine has the same thing on it im in cullman co.*csa*:fire:
 
My (current) Baldwin County permit is printed on a card (with photo, like a driver's license) and has none of that "rules" verbage on the back.

It says
"This license entitles you to carry a legal pistol concealed on or about your person or vehicle within the State of Alabama. Your license can be confiscated by any law enforcement officer for irresponsible behavior, which could result in revocation of the license.

THIS CARD IS THE PROPERTY OF THE BALDWIN COUNTY SHERIFF'S OFFICE. IF FOUND".... blah blah contact information

I notice that also, but on packing.orgs site.. it lists the following states that recognize Alabama's CHL
Alaska, Colorado, Florida, Gerogia, Idaho, Indiana, Kentucky, Louisiana, Michigan, Mississippi, Missouri, New Hampshire, North Carolina, North Dakota, Oklahoma, South Dakota, Tennessee, Utah, Vermont, and Wyoming.
 
but why do they put that on the back of the permit, if you are in another state and they look at this , what then? you could go to jail , i would like to find out about this for sure,*csa*
 
There is a lot of confusion regarding CCW permits and reciprocity out there these days. You can thank most of it on your State lawmakers who convolute the whole process in an attempt to pacify those who don't want it at all, and give the dog a bone to those who do. I've been licensed in 4 different states and am a CCW Instructor in two. So I have seen this from the Grass Roots all the way up. We fought tooth and nail for over 4 years to get ANYTHING passed in New Mexcio, and what we ended up with was a long cry from perfect, but it was a STARTING point. Now, on to business. Your Alabama permit states that so there's no confusion as to where in the State it's good. Your permits are issued by the Sheriff, but they are honored ANYWHERE in the State as long as you're legal (i.e NO bars or Government buildings, ect). There are a number of States that honor other States permits (aka reciprocity). There are only a few States with Universal Reciprocity, meaning they honor ANY permit. Utah is one of them. If your permit is issued by a Government entity (any level), it's good there. Most States are not that lenient. The best advice is the same as it's always been; if you travel, verify the laws in the States you'll be carrying in. Utah and Florida are two of the most widely accepted permits, and they're both relatively easy to get. I grew up in South Alabama (Enterprise), so I know a few things about this. I am currently a licensed Instructor for New Mexico and Utah, working on Wyoming where I now reside. Good luck and get as many as you can. The more folks that have CCW's,the safer we all are and the harder it'll be to take them away!!!!!!!!!! Happy packin' and don't forget to PRACTICE, PRACTICE, PRACTICE. Remember, Center mass=conflict resolution.
 
Hey Mr. Henry Bowman, is that your name, or are you an "Unintended Consequences" kind of guy? A true MUST READ for every Patriot!!!!!!! The "Left" would go stone cold crazy if that one raced up the Best Seller charts. I have never read a better work of fiction based on/tempered with historical facts.
 
Alabama is an interesting mix...

Jefferson County permit is $7.50, cursory background check, my first one took all of 5 minutes in and out. The permit is printed right then on paper, no photo. The Sheriff's office now will laminate the card for an additional $2.50.

Other counties are $20 and up, have a wait time, are better grade card, some with photos. Training requirements in some counties.

My gun club newsletter says legislation is pending that will allow pistol permits to serve as NICS. That will undoubtedly add time and cost to the permit, so that's good and bad. As long as each county Sheriff administers this process, we will always have a range of requirements and results.

State law says all matters on the subject of handguns are reserved to the legislature. I have found nothing regarding open carry, and don't care to test my luck.

As unsophisticated as our system is here, I don't think I would vote for complicating what is now a simple process.
 
Ours (DeKalb Co) has the four safety rules on the back, heavy card, no pic. $25.00 a year. Nothing about open carry. I would (and do) only carry openly on my own property.

We used to use the paper permits with rules very similiar to yours, but upgraded to the heavier type cards several years ago.

The wife and I went for an early morning hike today and I open carried my XD as I usually do when hiking. I stopped in a store on the way back for a few bottles of water and county deputy was in the "country store" at the same time. I saw that he was "checking me out", but he never said anything. As we left, he did too and followed me for a mile or two while he was running my plates.. but he never pulled me over, or tried to do anything to me for the open carry in the store. I'm going to email the county Sheriff in the morning with the links to opencarry.org and packing.org, along with questions about the permit. I'll be sure to let you guys know his response.
 
Here in Morgan county the license says on back that one may carry the gun in one's car or concealed on one's person. No mention of open carry and I agree with a previous poster; I wouldn't risk my luck.
It costs $20.00 per year and after the initial application at the sheriff's office is renewable by mail. A driver's license type photo is on front (mine nearly broke the camera's lens....:p ) and on back there's my chicken-scratch signature over a picture of a humongous semiauto handgun that looks like a desert eagle or similar weapon.

Sir, could you kindly cite to the law in Alabama that forbids carry in either of the two places (i.e., bars and government buldings) you cited as examples?

My understanding is that if you are in possession of a license in Alabama, then the only place off limits to you is a picket line, and then only if you are a participant.

With that having been said, Alabama is also an open carry state. What this means is that your license is for concealed carry, and you do not need a license to carry openly. Please go to www.opencarry.org for more details.
