Since the only permit available in NY to even OWN a handgun is a concealed carry permit, and there is no authorization in the law for anyone to carry openly, how do the police do it?

Is there a specific law that allows peace officers to possess and carry handguns while on the job, or is it just something they just do.

umm...they're cops.

its what they do.

on and off duty they are cops, sworn to protect the state 24/7

Every State's statutes define who can carry without any kind of permit

Because they are sworn officers of the law. Which means in NYC standards, to uphold the corruption and communism instilled by the NYC officials.
