Question on out of state pistol purchase

New here and need to ask.

I live in California and want to buy a Colt Anaconda from a private party in New York. Since the Colt is not on the DOJ cert list I can't get it from a dealer. Private party purchase is ok. My FFL tells me that the transaction isn't considered a PP transfer because 2 FFL's are involved. Can the person who is selling the gun send it to my FFL to complete the transaction/transfer or does he have to use an FFL to get it over here? :cuss:

No. A private party transfer in California has to be between two persons who both are present at the transferring dealer's premesis. A handgun being transferred from out of state through a California dealer has to be on the approved handgun list. It doesn't matter who sends it to the dealer. I also believe that NY state law requires a dealer on both ends of the transfer.
 
Yep, Private Party Transfer (PPT) must be a local transfer, can't even have it mailed in from within California. That list has made life very tough for those of us that enjoy firearms that are no longer in production.
