It depends upon what type of flame thrower you're asking about, and what state you live in.

Agricultural flame throwers for weed control are common, and are not prohibited in private ownership under federal law. They usually use propane or natural gas, but not all states allow them. For instance, California Health and Welfare Codes 12750-12761 restrict them. You can go online to check Texas law yourself.

Typical military flame throwers use a liquid fuel. They really aren't for sale retail.

No Fed Regulation on Flame Throwers State/Local only

Flame throwers are not destructive devices no fed permits required. This includes military flamethrowers. They are sold ever so often and can bring big bucks exspecially US GI models. Sold a Chinese military model several years ago for 3 grand. There are now fed restrictions on imports though,

You may very well find that there are state or local laws concerning the ownership and/or use of a flamethrower, but there are no federal regulations. They are most assuredly NOT regulated by the ATF in the same manner as TitleII weapons - iow, they are NOT classified as Destructive Devices.

They're quite a lot of fun, but a handful to safely maintain and use. Vietnam-era and WWII flamethrowers can be had, but carrying around a 50+ year old pressurized tank of flamey sticky stuff on your back does introduce a bit of risk... This is precisely the type of question and mentality that feeds the "anti's"!! Not that I care, but what the hell are you gonna do with that thing? You can't hunt with it! OOOPS, I cooked the game, fur and all. You can target practice with it. Where did the target go? Self Defence? Anti's are "fueled" by an irrational fear and/or hatred of inanimate objects. They've already proven that they're not rational nor interested in the actual facts of things, so who cares what they think? It's all nonsense anyway.

So how about, instead of coming here and bashing someone for asking about a piece of equipment that has perfectly legal and legitimate uses both as a modern agricultural tool and a historical collector's item, you just walk on by, eh?
