Just making sure that it is still a thing where you cannot ship a BP revolver and a conversion cylinder in the same packaging, but will need separate packages. Correct?

Friend bought a Ruger Old Army at a gun show a few weeks back. All he had to do to walk out legally was have the percussion cylinder in and the cartridge cylinder in the box.
Agreed, that as long as the conversion cylinder is not installed, it doesn't matter if it's in the same package or not.

Some folks insist on shipping them separately out of an abundance of caution.
If you are worried and don't mind the extra packaging and shipping costs then shipping them separately may make you feel better, but isn't actually necessary.
Think machine gun kits, switchblade kits, polymer 80 kits. Unfortunately I cannot see how the same principles will not apply. Considering how easy it is to "manufacture" (manufacture vs manufactured may be a point of contention with you on the losing end) your cartridge handgun I can only guess that at this time they don't have front stuffers with powder puff cartridge cylinders at the top of their priority list.
Just because they choose at the time to ignore it doesn't mean the ax is not still over the shipper's and perhaps your head as well.
This may a be a grey area that has you in front of a liberal judge (current leadership) to decide it. I wouldn't count on a lip service conservative judge either when it comes to firearms and the ATF.
Be safe do not ship together.
Thats my opinion even though I am not a lawyer and as always the best advice should come from a lawyer who knows his/her stuff about firearms law.
Taylor's Firearms ships the conversion cylinder in a small box with the percussion revolver in the same package. I have gotten several revolvers and conversions from them that way.
