RANT: Buying a gun as permanent resident

Okay, first English is my second language. So please understand.


Today was my day off, so i drove 50-mins to the gun shop that who can order me a HK P30L. Other shops that close to my house were not able to get it.

10:30am I get my License and CCW permit, and drove to the gun shop.

i walked in and talked to the guy who i was talking to on the phone before.

So, we started to fill out paper work. Then on the bottom it need Alien number.:banghead::banghead::banghead: :cuss: I forgot to bring it!!!!

Drove back to home and got my alien card. They asked me i need Alien firearm license card. I told him "NO" law has been changed since last June or July. So he checks out and told me no problem. (i asked him was i the 1st guy buying a gun who is non-citizen? he said "yeah" lol)

btw i even had CCW permit. *** otherwise they would not issue it to me.:rolleyes:

Okay,so far so good. Second page, he asked me i need proof of 90days that i was here. (paper said, bank statement, house bill. ...... works)

Okay.......So i drove to bank near by asked them to print me a statement. Cool!! drove back.

Owner called the FBI asked them is my bank statement okay? they said "NO" ***?:scrutiny:
So i asked them if my car registration okay? Sure! (damn it!!! its not under my name:cuss:)

Okay then i dont know what to bring for proof that i was here more than 90days. (DL not work, Alien card no work(*** why?) it had to be non-picture nor state issue) ORLY?

He called FBI like 4 times. Every time he calls FBI they give him different answers. YA`RLY.

So they decide to okay on credit card statement. (*** all same whats wrong with my bank statement)

Today i spend 6hours in the gun shop trying to figure it out how i can buy a gun.: Seller was very nice and helpful. ( tomorrow after work i going there again with the credit card statement.:fire:
 
At least you got your gun. Good job. I've had the same problem with other things. Like trying to register car, or get my CCW. I'm a natural born citizen, but not of the state I'm in. Same run around, need this, need that. I needed my original birth certificate to get a regular state ID card with my CCW on it, but didn't need it to have my CCW put on my drivers liscense. Same cards, basicly, same state. ***?
I wouldn't bother bringing the credit card statement back, unless you need to. I have the same problem with proof of local residence. All our bills and stuff are in my wifes name. Should check and see if you will need all the same junk for another purchase at the same shop. If not then no big deal. If you do, you know what you need, and have plenty of time to get together and keep it in a folder or envelope and keep it handy.

Incidently, where are you from? Welcome to the continent.

oh no no no, i did not get the gun. lol

They could not send the paper work. because FBI said i need that that that.....

Only option i have is show them credit card statement.

So dumb, because i dont know what they are trying to proof. i have my WA Driver license for more than 5 years and lived in WA for 9 years. Also why not use alien card US gave to me?

I just called the gun shop again, and told him call FBI tomorrow.

If credit card statement is okay.( i rally don't want to, because of my Account numbers). I might have Phone bills, but not for 90days. gun shop owner even understood why i don't want to bring bank statement.

He even got pissed off at FBI.lol When i was there he decide to call ATF.

I guess i should wait till i get my citizen ship. :) 4years later. lol
 
When I was a Permanent Resident, I would have to provide proof of 90 days residence thru bank statements, utility bills or something similar to both the local sheriff for a permit to purchase as well as the gun shop at time of purchase. And a copy of my green card. PITA. But hey, not my country, I'm a guest, home rules.

Even though I was an alien, I wasn't entirely comfortable with the idea of non citizens owning handguns (even though I was buying 'em) and I do agree with NC not allowing PR's to conceal carry.

None of it's an issue anymore for me as I'm a proud citizen.

I never worried about it. You give people your bank account number every time you write a check.
 
Make sure that you have bills for the most recent 90 consecutive days!
Having statements from October, December, and January won't do it.

I use electric/gas bills, haven't had too many issues, but it is an annoyance. Especially with always getting "delayed" by NICS as they check with immigration, it makes it impossible to buy from a dealer at a gun show.

I'm a Soldier and have deployed to combat. Due to my professions I've been background checked and finger printed at least four times, probably more. I have a C&R license and can have guns shipped to my house! I have a CCW and carry frequently where I lawfully can. I have ample guns at home to pick from. I've carried and shot many fully auto weapons and thrown hand grenades! I've NEVER been arrested for anything! Completely clean background. Born and raised 100% American. Served my nation. Have a professional degree...

YET- I get the run around when I go try to buy one.

I found great deals at pawnshops locally, but because I'm an out of state resident stationed in my non-resident state, I am either denied by the pawn shop before doing the paperwork OR I have to provide ID, military ID, orders, AND some other proof of residency such as a local utility bill....

It really is about time that someone fights this under an equal protection argument, or due process. Despite my above credentials, if I couldn't produce some extra proof of state residence, I would be denied. To me that is completely unfair. I think that there should be no "state residence" requirement.

Here are reasons why-
1. Discriminates a fundamental inalienable right to the 2nd Amendment and self defense based on arbitrary state lines. You don't lose your right to speak, worship, or due process based on state boundaries! Heck you can even buy a car and drive in other states using an out of state drivers license!
2. Imagine being robbed or otherwise losing your gun whilst on an out-of-state vacation. It would be illegal to replace it by buying one in your out-of-state vacation spot, leaving you defenseless.

It's time that this archaic law changes.

I only have Bill date 11/13/09 and 12/15/09. However on the 11/13/09 Bill statement, it also shows charges from 10/14/09.

So, its 91 days.:D

Do you guys send copy or original?

And can i use this for next gun purchase?

So i guess for green card holders CCW permit is useless when buying a handgun.
 
I used my wireless internet bills just before Christmas to get a new rifle...

The bills have my full name and physical address on them - so those work.

If you have a mortgage statement, that will work too.

Bottom line the statements need your name and your physical address...

The bills have to be from around when you purchase all the way to 90 days back...

Bank statements will work, just blackout info like account numbers and balances.

Also, keep your green card with your license and other stuff in your wallet. Technically, you must have it with you at all times. You can be detained and transported to a holding area until your status is verified.
 
Eery month I simply put a copy of the latest gas bill in the glove box of the car...never know when you're going to run into an impossible to resist offer. As noted above, technically you need 90 days proof and 3 months of bills may not quite cover it, depending on the vagaries of the billing cycles - I got tripped on that once. Also, some places (Cabela's) will insist that all the proofs be of the same item - all gas or all phone, etc. Store policy altho not necessary in law.

And you are supposed to carry the alien card on you.

My local FFL and I have been through this process so many times we both know what to do and what to bring. To answer your question, it has to be the last 90 days from the date of purchase. The FFL will call it in to the immigration people (I don't know whether they're still NCIS LOL!) and typically it takes half a day to a day for the response. So if your FFL calls it in today, expect another day's delay before you actually get the gun.

I've submitted car payment bills, water and electric bills in the past. I dislike showing anybody my bank statement.

And your rant above is why I haven't bought from a gun show - because of this delay.

Most bills come in about two to three weeks before their payment due date and that date is clearly marked, usually with your address right beside it. I just keep the 4 most recent available in the car.

Actually, since my regular FFL for transfers knows me, I scan the bottom of 4 recent bills and also my DL and alien card. He just takes a copy of each sheet.

I do the same thing as Canuck. I keep the 4 most recent copies of the electric/gas bill around for just this purpose and cycle them once a month. 4 bills ensures I can span the full 90 days in case a billing period is shorter for some reason... see below.

Some dealers are very picky, require that every i be dotted and every t crossed.

I can understand it, it's their license on the line, but it's still a pain.

Some dealers have insisted on the bills showing service date spans, i.e. Oct 3 - Nov 3, Nov 3 - Dec 3, Dec 3 - Jan 3 so that there is a clear record of consecutive, uninterrupted service.

Others have required that the utility bill needs to be a very recent one, say the date on it is December 10th. They'd ask me to come back in again after I get January's bill, since the December one is almost a month old even if it's the most recent.

Your dealer may be more or less demanding. Your mileage may vary.

The bills must be the most recent consecutive 90 days that you have a record for.

You cannot use last Aug, September, October 2009 for instance as the most recent bill is probably December.
As I understand it, the 90 days is based on the service dates, not the mailed date/due date.

I really suggest you treat the first purchase as a learning experience.

If you're a legal resident, you'll get there eventually, try not to get too frustrated in the process. Once you and your dealer have done it once or twice, it should go much smoother.
 
No offense, but wouldn't it have been a good idea to call and see what documentation you would be needing before driving 50 mins.

Utility bills suffice for proof of residency and they must be for the previous 90 consecutive days.

NEVER give out your originals. Have them handy, but don't let them out of your possession!
 
I’m not an alien but my DL and CHL do not indicate that I’m a natural born citizen or a naturalized citizen.

All I do is show my DL and CHL and that’s it. Hand over the money and here’s the gun. Well, it does get called in, but no hassle on that.

If Kangspec has a DL and a CHL (or CCW, or whatever it’s called in wherever it is) I must be missing something about why there’s a problem.

As BCC said; why not show a bank statement? You give your account number on every check you write. As far as the shop seeing that I have only $12.97 in my account should be no problem unless I’m writing them a check for $12.98.

Perhaps the problem is he isn’t in Texas?

However, I would try to hide that copy of the check I wrote to Hot Girls On-Line.

IMO you blokes who have to put up with that sort of stuff--imagine a semi-literate retail clerk "approving" anyones's exercising a constitutional right!--ought to consider moving to Virginai. We aren't very civilized and Mayor Bloominidiot will tell you that the practice in Virginia is to buy a good-qiuality piece and at the same time buy a Saturday Night Special to send up his way. However, this is where the Constitutional Convention delegates found the Bill of Rights.
