Refinishing a "stainless" 10/22's receiver and trigger guard.

I am about to purchase a "stainless" 10/22 with a stainless barrel, silver receiver, and black trigger housing/guard.

I have two questions:

1. Is there any way to make the trigger housing/guard silver also? My understanding is that it aluminum that is painted black. Could I just remove the black "paint"?

2. The receiver (which from what I understand is aluminum) is a silver color, but is a very rough texture. Could I polish this and make it match the smoother stainless steel barrel?
