1) almost every time I've read a post from someone that they stuck a case, they were using One-Shot. Literally the worst lube for resizing rifle cases you could pick.
Agreed. I use Pam cooking spray that was liberated from the kitchen, and even that is FAR superior to the one-shot. I do tumble it off as soon as I get my brass sized and deprimed. I’m not so sure what canola oil would do to brass, or to loaded ammo over an extended time, but in the short term it works.
 
I do the lanolin/alcohol, I spray the cases in a gallon zip lock bag then dump them in a pan to dry, I think that is important, I also use a qtip to put some on about every 3-5 cases mouths, you can feel the tension if you don't.
I have seen some expander balls that were very rough and have chucked them in the drill press and polished them with polishing compounds and a cloth.
 
Regarding lubing inside the neck, I replaced the standard expander ball in my Redding die with the optional carbide expander. It makes a big difference, well worth the money, IMHO. But I have also started using an S bushing die, with the neck bushing about .001" smaller than needed, and then run a mandrel expander - for my precision loads.
