A lot of people here talk about restricted carry permits. Don't feel bad, that was around in the early 80's also, when I got mine. "Restricted, Outdoor Sports." Anyone ever crossed the line? Where does Outdoor Sports end and something illegal begin? Seems like that definition gives the carrier a lot of leeway to stretch the meaning of the phrase. Anyone ever been busted for trying to stretch it a bit?
 
Heck, here in the Republik of Illinois, we are so restricted that we can't even get a permit. I'd take a "restricted, limited, whatever" if I could get it. Got two out of state permits and when I leave, in any direction, I can carry (not Mich), but when I come home, I gotta disarm. We here in IL cannot be trusted to take care of ourselves.....and we are soon to see just how bad we are after the Chikago mayoral election.
 
I am also in upstate NY. I took an extra class to get my restrictions off. Depends on what county you're in. Albany county you have to jump through many hoops,meanwhile,10 minutes away, Columbia co, I know guys who got unrestricted right out of the box.
I have had guys tell me they throw their shooting stuff in the trunk, and belong to a 24 hour range, so if they get caught, they were just headed to the range...most cops I know, if you're up front w/ them and let them know you're carrying, they don't over react. I got stopped once,told the cop I was armed, he said,thanks for telling me...that was it.
 
I'm in St Lawrence County. Never heard of a class here to get "restricted" off your permit, but if I knew of one, I'd take it. I've heard that certain occupations were allowed before others to carry unrestricted. Not sure I'd have a good reason if they asked, other than "because I wan't one." I'm happy to have the permit I have because, as stated, other states won't even give one. It's not the end of the world but I was curious.
 
Some restrictions are "job" related, some are carrying to and from a range, some are for "while hunting" and I suppose a lot of other things.

I can see the utility of such a permit (assuming full permission isn't available). I live in Nevada near the California state line. I carry when I hike and snow shoe (not worried about bears, the locals are very docile and there's not a single documented case of a Nevada Black Bear attacking a human). I'm am worried about the coyotes who devour local pets and my cocker is just the right size for them. But I have to be diligent of where I am as crossing the boarder with a revolver on my belt is a felony. In the summer I can open carry and that's legal in California, but it's common practice for local rangers to then cite you for hunting without a license! (At least that's just a civil fine.) In any event, if California offered a sporting license for non residents I'd be all over it. Better if they'd just recognize Nevada CCWs.

Which raises another question: why is it that so many states don't recognize their neighbor's CCWs? None of the neighboring Western states, for example, give reciprocity.

It's because of how those states' CCW laws are written.

In regards to NV...
ID, UT & AZ honors the NV CCW permit.
Due to how their state laws are written, CA & OR does not recongize/honor any other states permits.
However, OR does issue non-resident OR permits and, under special circumstances with special conditions, CA may issue a "non-resident" CA permit.
In order to get a non-resident OR permit, you will have to recieve CCW training in OR and apply in person.
In order to get a "non-resident" CA permit, you will need to be politically connected. The permit is also only valid in the county it was issued in and is only valid for 90 days. This type of permit is rarely issued and when it is, it's usually for a VIP protection detail that is temporarily in CA due to their principal (actor/politically connected rich person/etc) being in CA for work.
