I'll throw it out there ......H&R handi Rifle....classic American design.....multiple calibers available, interchangeable barrels (including shotgun barrels) extremely reliable and generally accurate (.243 2012 vintage 1.25" with plain old Remington 100gr at 100 yards:D)

.243 sbs343 with scope was $300.00 OTD brand new

There are a lot of ways this can be done.

1. Buy a used rifle with good sights and save for a scope.

2. Package deal rifles at the big box stores.

3. Shotgun with a scope.

4. milsurp 8mm Mauser rifle with a commercial scope added.

5. skip the scope

I've done it. Just buy a Savage combo in your favorite caliber. The 11/111 model is right in that range. I think mine was actually around $429 with a Bushnell scope on it. Now they're a bit higher but they come with Nikon on them.

$400 can buy a pretty good used rifle... and $150 buys a decent scope. I'd be cool with that. Holding out for a $300 good used rifle and a $250 scope would be better.

This does depend partially upon what it would be used for, however.
