You will find most if not all "match bullets" expand/fragment, unless they are solid copper or brass. Jacketed match bullets just don't expand consistently over a wide range of velocities like hunting bullets.

Sounds like it's a hunting bullet in the nose and a target bullet in the rear.
Nothing that's that cheap holds 1 moa out to 300 yards, buying directly from the manufacturer helps.

That's what's intriguing about it. This bullet has the weight and accuracy that would make it interesting for dual use while being cheap enough to practice with. Initially I though it'd be nice for a youth deer hunt because the recoil in an AR and the bullet cost are low enough that the kids could practice and harvest with the same ammunition. Just don't want to be drilling .22 caliber holes in deer. And the "explosive" description doesn't exactly instill confidence in performance. Maybe better to just buy a dedicated bullet.
 
I definitely want to buy some, but I have way more 22 centerfire bullets than I have primed 22 centerfire brass at the moment.
