ROA is this normal?

Bought this ROA recently, while taking it apart noticed this. Looks pretty rough to me. Normal or not?

Here this is my old 1976. The cone is different (a bit burned by shooting) and you can see the beginning of the grooves, no smooth ring before, the rest of yours seems normal...
