I picked up what I thought was a Charles Daly, but after looking it is a
Rock Island Armory Frame with Charles Daley Upper (Slide, Stop ect)

For the life of me I don't know why anyone would do that?
All seems to function well, and fire smooth, and every thing seems to work fine.

Are the Daly, and Rock Island Milspec?, and will this combination be safe?

I think I'M just out my 250 bucks, I've learned my lesson on used guns.
I'll buy new from now on.

Armscor made the Daly 1911s, so shouldn't be an issue if the fit is right. Standard 1911 parts interchange on the RIA about the same as any other 1911 -- minor fitting may be required.

If the gun shoots well, be happy with what you got for your $250. My oldest RIA has over 11,000 rounds thru it, paid $280 for it brand new, they are up to almost $350 now and are generally very good guns.

As to why someone might do it, initially the RIA guns only came with the very low profile "GI" sights while the Daly came with Novak's.

They are all made by Armscor of the Philippines.
Some assembler just didn't match up the trademarks.
If it works it works and you got your $250 worth.

This is a good answer to those repetitive threads that ask, "What can I buy for under $300?" Now we know.....:)
