"...try a polite reminder about muzzle control..." While polite always works when dealing with a cop, sometimes a fellow shooter is too thick to realize what he's doing. If there's no range officer, a firm voiced comment generally sorts it out. If ther eis an RO, it's his job to ensure your well being.
Mind you. I'm usually the RSO so I get to do the correcting. No firearm should be pointed anywhere but down range while on the range. Or anyhwere but at the floor or at the roof when being moved on or off the range. Anywhere else wil lget you a stern look of disapproval and very likely a blue streak flying past the head of a transgressor. There's no excuse for dangerous firearm handling and absolutely no shame in sorting out an unsafe shooter. But, you can't smack him in the head. No matter how much you want to.
