I have 2 Saigas in sporter configuration, I want to convert one to ban style but I kinda would like to keep one in stock format to hunt and to keep a less threatening appearance as maybe a trunk gun or something.

I was wondering if I bought imported magazines of 10 rd and filed them down to fit. Would this be more cost effective than buying standard Saiga 10rd magazines? Is this violation of the law?
 
If you cut your Saiga to accept non-Saiga-specific mags, you're in violation of the 922r.

It only has to be able to "accept" 11+ round magazines to be subject to 922r.
