Sako A7 Accuracy

I have a Sako A7 Stainless in 7mm Rem Mag. They promise a 5 shot MOA guarantee with premium ammo, but I haven't seen that level of accuracy. I've shot the Federal Premium 140 GR and 160 GR Partitions but haven't been able to get smaller than about 2.5" 5 shot groups at 100 yards. I've shot in very low wind conditions (0-3 mph) and I wait a minute between each shot to allow the barrel to cool. I have other factory rifles that shoot under .5" @ 100 yards with factory ammo so I don't think its the shooter :). I've double checked all the screws and scope mounts and they are all tight. Any suggestions?
 
I have sold two Sako 85's because they didn't shoot less than 2" groups. One had a very sloppy chamber. IMO Sako's reputation for accuracy was earned years ago when they still hand lapped the barrels. I've read a couple reviews of the Sako 85 where the author struggled to achieve the guaranteed 1MOA.
 
Experiment with different grain weight bullets. Let the barrel cool 15 minutes between shots to rule out barrel heating issues.
