Another aspect would require all gun owners to store their guns disabled with a trigger lock or placed in a locked-box. Authorities said lock boxes would help to keep legal guns from being stolen and then later used illegally.

This will work, because lock boxes are inpenetrable. Also they arent portable, and have an active armor system with biotech security, and a limited amount of C4. This ensures that only the owners DNA will unlock the case. In the event of tampering, the box will safely explode and dispose of the firearm, rendering it unuseable.
